My assumption is that if the amount of paper is unlimited, you can layer that pretty nicely and build a good frame just with folding, and maybe use watercolors as glue. Quill makes for a mast, with yarn to hold it in place. But in my mind, it's falling apart by now.
Also, have you looked at LondonSmith.com/Blog at all?
Does it have to float?
